Narrative:

Small aircraft X called for takeoff clearance. He was given make a right downwind departure to the west cleared for takeoff. (Eyw active runway 9.) as small aircraft X is rolling, an small aircraft on a visual approach calls ese of eyw. He is given traffic and airport information and told to report south of the tower on right downwind. I then pass traffic to small aircraft X. As small aircraft X is about to turn right crosswind nqx calls over and says that small aircraft X is IFR. At this time the small aircraft advises me he has his traffic. No safety is lost but nqx never told eyw that small aircraft X was IFR. IFR aircraft call nqx to get their IFR clrncs and then nqx calls us (eyw) to tell us who is IFR so that we can call for releases. Nqx noticed small aircraft X on the radar that is when they called us to tell us he was IFR.

HE IS GIVEN TFC AND ARPT INFO AND TOLD TO RPT S OF THE TWR ON R DOWNWIND. I THEN PASS TFC TO SMA X. AS SMA X IS ABOUT TO TURN R XWIND NQX CALLS OVER AND SAYS THAT SMA X IS IFR. AT THIS TIME THE SMA ADVISES ME HE HAS HIS TFC. NO SAFETY IS LOST BUT NQX NEVER TOLD EYW THAT SMA X WAS IFR. IFR ACFT CALL NQX TO GET THEIR IFR CLRNCS AND THEN NQX CALLS US (EYW) TO TELL US WHO IS IFR SO THAT WE CAN CALL FOR RELEASES. NQX NOTICED SMA X ON THE RADAR THAT IS WHEN THEY CALLED US TO TELL US HE WAS IFR.
