Narrative:

Taxiing out for takeoff at fajardo airport. No unicom and taxiway closed. I transmitted my intentions to backtrack to the active runway. Nobody responded on the frequency 122.7. I looked at base and final approach and saw nobody. As I backtracked, I saw a twin small transport turning on final. I transmitted again and nobody responded. I turned landing lights on and then the twin small transport turned the lights on and started a go around with no further problems. 1) fajardo airport is the #2 busiest airport on the island--passenger and operations. 2) no tower or manned unicom. 3) taxiway closed for at least 3 months. 4) prpa solicits every day for more operators into an already crowded and handicapped facility.

Title: SMA BACKTAXIING ON RWY CAUSES SMT TO GO AROUND.

Narrative: TAXIING OUT FOR TKOF AT FAJARDO ARPT. NO UNICOM AND TXWY CLOSED. I XMITTED MY INTENTIONS TO BACKTRACK TO THE ACTIVE RWY. NOBODY RESPONDED ON THE FREQ 122.7. I LOOKED AT BASE AND FINAL APCH AND SAW NOBODY. AS I BACKTRACKED, I SAW A TWIN SMT TURNING ON FINAL. I XMITTED AGAIN AND NOBODY RESPONDED. I TURNED LNDG LIGHTS ON AND THEN THE TWIN SMT TURNED THE LIGHTS ON AND STARTED A GAR WITH NO FURTHER PROBS. 1) FAJARDO ARPT IS THE #2 BUSIEST ARPT ON THE ISLAND--PAX AND OPS. 2) NO TWR OR MANNED UNICOM. 3) TXWY CLOSED FOR AT LEAST 3 MONTHS. 4) PRPA SOLICITS EVERY DAY FOR MORE OPERATORS INTO AN ALREADY CROWDED AND HANDICAPPED FAC.
