This is one case where TCAS could very well have caused a mid air collision, as it gave air carrier X instructions to descend into the fgt Y climbing under him.

Title: ACR X NON ADHERENCE TO ATC CLRNC HAD LTSS FROM FGT Y. PLTDEV. TCASII RA EVASIVE ACTION TAKEN. UNAUTH DSCNT.
Narrative: THIS IS ONE CASE WHERE TCAS COULD VERY WELL HAVE CAUSED A MID AIR COLLISION, AS IT GAVE ACR X INSTRUCTIONS TO DSND INTO THE FGT Y CLBING UNDER HIM.
