Narrative:

We landed runway 5R rdu. Tower cleared us for left turn off. We turned off at taxiway R7. The parallel taxiway looked clear, but as we were just about at the intersection of taxiway a (parallel) and R7 the copilot made an exclamation and I also noted an aircraft with all his lights on headed westbound on taxiway a. He was stopped just short of R7. About that time the other aircraft (commuter size) told ground control 'that was a dangerous maneuver you just made us do.' ground control responded 'that's why I told you to hold short of that intersection.' they then cleared us to the ramp. I have no idea why none of us saw the other aircraft until we were almost on top of it. It was night, the runways and txwys were wet and we probably confused his position lights with reflections from the FBO area on the wet surfaces. I do not believe he turned on his taxi or landing lights until the time when the first officer and I saw him.

Title: COMMUTER TAXIING OUT AT RDU FAILED TO HOLD SHORT OF TXWY INTERSECTION CAUSING A CRITICAL GND CONFLICT WITH AN ACR LGT TAXIING IN AFTER LNDG.

Narrative: WE LANDED RWY 5R RDU. TWR CLRED US FOR L TURN OFF. WE TURNED OFF AT TXWY R7. THE PARALLEL TXWY LOOKED CLR, BUT AS WE WERE JUST ABOUT AT THE INTXN OF TXWY A (PARALLEL) AND R7 THE COPLT MADE AN EXCLAMATION AND I ALSO NOTED AN ACFT WITH ALL HIS LIGHTS ON HEADED WBND ON TXWY A. HE WAS STOPPED JUST SHORT OF R7. ABOUT THAT TIME THE OTHER ACFT (COMMUTER SIZE) TOLD GND CTL 'THAT WAS A DANGEROUS MANEUVER YOU JUST MADE US DO.' GND CTL RESPONDED 'THAT'S WHY I TOLD YOU TO HOLD SHORT OF THAT INTXN.' THEY THEN CLRED US TO THE RAMP. I HAVE NO IDEA WHY NONE OF US SAW THE OTHER ACFT UNTIL WE WERE ALMOST ON TOP OF IT. IT WAS NIGHT, THE RWYS AND TXWYS WERE WET AND WE PROBABLY CONFUSED HIS POSITION LIGHTS WITH REFLECTIONS FROM THE FBO AREA ON THE WET SURFACES. I DO NOT BELIEVE HE TURNED ON HIS TAXI OR LNDG LIGHTS UNTIL THE TIME WHEN THE F/O AND I SAW HIM.
