Narrative:

As the PIC in the right seat not flying on board flight check 4/sat/91 making a low approach to runway 15 at dca on the lda/DME runway 18 approach. We were flight checking the lda/DME runway 18 approach all day. On this approach, dca tower cleared us to land runway 18 and I told tower it was only a low approach to runway 15 and tower cleared us low approach. Approximately 1 mi from the approach end runway 15 at 300', I noticed an air carrier large transport start crossing runway 15 on taxiway K. I immediately instructed my copilot to start climbing and our altitude was about 200' MSL. Then tower told us to go around. Air traffic and tower were working a large number of aircraft, plus our procedures making low approachs to runway 15, and earlier we had to land on runway 18. May have caused a considerable amount of confusion.

Title: CLOSE PROX GOV SMT RUNNING NAVIGATION CHECKS AT DCA AND ACR LGT TAXIING.

Narrative: AS THE PIC IN THE RIGHT SEAT NOT FLYING ON BOARD FLT CHK 4/SAT/91 MAKING A LOW APCH TO RWY 15 AT DCA ON THE LDA/DME RWY 18 APCH. WE WERE FLT CHKING THE LDA/DME RWY 18 APCH ALL DAY. ON THIS APCH, DCA TWR CLRED US TO LAND RWY 18 AND I TOLD TWR IT WAS ONLY A LOW APCH TO RWY 15 AND TWR CLRED US LOW APCH. APPROX 1 MI FROM THE APCH END RWY 15 AT 300', I NOTICED AN ACR LGT START XING RWY 15 ON TXWY K. I IMMEDIATELY INSTRUCTED MY COPLT TO START CLBING AND OUR ALT WAS ABOUT 200' MSL. THEN TWR TOLD US TO GO AROUND. AIR TFC AND TWR WERE WORKING A LARGE NUMBER OF ACFT, PLUS OUR PROCS MAKING LOW APCHS TO RWY 15, AND EARLIER WE HAD TO LAND ON RWY 18. MAY HAVE CAUSED A CONSIDERABLE AMOUNT OF CONFUSION.
