Narrative:

Received incomplete clearance to intercept a jet arwy not on our ATC route of flight with next VOR (gve) off the air. Requested vectors back on ATC flight plan. Reassigned same clearance. Gve is out of service long term and still used as an arwy/fix. Factors: frequency congestion and cluttered chart. Overloaded controller, non standard clearance ie, to fix or destination.
