Narrative:

The flight crew reviewed all performance charts for this small transport, and all airport departure procedures prior to clearance. WX was marginal VFR with scattered snow showers. The crew expected the aspen one departure and had judge that the aircraft could meet those climb requirements but couldn't comply with the IFR departure procedure for runway 33 of 2530'/NM to 12000'. That's 5060' per min at 120 KTS. The clearance received was, cleared to lindz intersection via ipkn lda backcourse via the IFR departure procedure runway 33 then direct sxw. I excepted this clearance because WX was above 1NM visibility. As I began to taxi it began to snow, by the time I was cleared into position it was snow harder and visibility had decreased with mountains obscured to the north but visibility still better than 1 mi. This change in WX was noted by me not the tower. Before takeoff my copilot and I discussed how to proceed. Confusion on whether we could continue: we had just briefed this missed approach proceed for VOR DME/C 3 hours earlier. Visibility was still better than 1 mi. I accepted takeoff clearance and ask my first officer to request 345 degree. Before he could do so tower assigned runway heading. This IFR departure procedure climb requirement is not obtainable by any aircraft, less the military. To issue it is inviting disaster. This IFR departure procedure should be cancelled.

CONFUSION ON WHETHER WE COULD CONTINUE: WE HAD JUST BRIEFED THIS MISSED APCH PROCEED FOR VOR DME/C 3 HRS EARLIER. VISIBILITY WAS STILL BETTER THAN 1 MI. I ACCEPTED TKOF CLRNC AND ASK MY F/O TO REQUEST 345 DEG. BEFORE HE COULD DO SO TWR ASSIGNED RWY HDG. THIS IFR DEP PROC CLB REQUIREMENT IS NOT OBTAINABLE BY ANY ACFT, LESS THE MIL. TO ISSUE IT IS INVITING DISASTER. THIS IFR DEP PROC SHOULD BE CANCELLED.
