Narrative:

The aviation safety inspector trnee attempted to call will rogers ground control. In doing so he mischanneled the radio to 121.7 which is wiley post's ground control frequency. 121.9 is will rogers ground control frequency. Ordinarily wiley post ground control cannot receive xmissions from will rogers ramp nor can aircraft on will rogers ramp receive xmissions from wiley post ground control. However this time we did and wiley post ground control did. The asi trnee made the call and asked for a clearance to taxi for takeoff. Wiley post ground control gave us the choice of runway 17L or 17R, and we chose 17R. I said we are taxiing to runway 17R. To which ground control did not reply. We looked to be certain that runway 13 had no aircraft on it nor on final approach nor aircraft on final to runway 31 at will rogers and then we taxied across it. Will rogers ground control did not notice us taxiing. While in the runup area for runway 17R, we were signaled by pilots in another FAA airplane to communication on the FAA frequency (operations frequency). They told us to communication with will rogers ground control before taking off. Wiley post ground control had called will rogers ground controllers on the phone and told will rogers ground control to be on the alert for this kind of situation because we never taxied at wiley post. I called will rogers ground control and apologized for my mistake and was sternly cautioned. In the future I shall make certain that the aviation safety inspector has correctly channelized the radio on the correct frequency and addresses the facility to which he is speaking by their name on the initial call up.

WHILE IN THE RUNUP AREA FOR RWY 17R, WE WERE SIGNALED BY PLTS IN ANOTHER FAA AIRPLANE TO COM ON THE FAA FREQ (OPS FREQ). THEY TOLD US TO COM WITH WILL ROGERS GND CTL BEFORE TAKING OFF. WILEY POST GND CTL HAD CALLED WILL ROGERS GND CTLRS ON THE PHONE AND TOLD WILL ROGERS GND CTL TO BE ON THE ALERT FOR THIS KIND OF SITUATION BECAUSE WE NEVER TAXIED AT WILEY POST. I CALLED WILL ROGERS GND CTL AND APOLOGIZED FOR MY MISTAKE AND WAS STERNLY CAUTIONED. IN THE FUTURE I SHALL MAKE CERTAIN THAT THE AVIATION SAFETY INSPECTOR HAS CORRECTLY CHANNELIZED THE RADIO ON THE CORRECT FREQ AND ADDRESSES THE FAC TO WHICH HE IS SPEAKING BY THEIR NAME ON THE INITIAL CALL UP.
