Narrative:

Abq ATC tower is consistently understaffed on mondays and tuesdays due to a shortage of full performance level air traffic controllers. There are presently 19 full performance level controllers on board, which is well below authority/authorized staffing. On 4/tue/91, there were 4 full performance level controllers on duty from xa:30-xd:30L, which is below minimum staffing. This is a recurring problem, which degrades safety due to the fact that not all control positions are open when air traffic density increases, and necessary coordination is delayed or denied.
