Narrative:

Aircraft with operating TCAS was flown from dfw to okc with TCAS off. Both pilots must be qualified to operate TCAS. Because of last minute crew shuffle, I believed copilot was not qualified and he believed I wasn't. FAA air safety inspector asked if TCAS was operational during flight. There will be some operational exceptions during TCAS break-in period.

Title: LGT IS FLOWN WITH THE TCASII TURNED OFF.

Narrative: ACFT WITH OPERATING TCAS WAS FLOWN FROM DFW TO OKC WITH TCAS OFF. BOTH PLTS MUST BE QUALIFIED TO OPERATE TCAS. BECAUSE OF LAST MINUTE CREW SHUFFLE, I BELIEVED COPLT WAS NOT QUALIFIED AND HE BELIEVED I WASN'T. FAA AIR SAFETY INSPECTOR ASKED IF TCAS WAS OPERATIONAL DURING FLT. THERE WILL BE SOME OPERATIONAL EXCEPTIONS DURING TCAS BREAK-IN PERIOD.
