Narrative:

While level 10000 ft, 370 KTS, and navigating inbound to hdf VOR, we observed TCASII traffic at 400 ft, 5 mi ahead. We were looking for this traffic and trying to get a word in edgewise to san approach, who was controling us, but she was talking to another aircraft about a practice instrument approach. Meanwhile, the resolution alert on the TCASII activated and commanded a 2000 FPM climb which we initiated. When the conflict was clear and the TCASII gave us a monitor vertical speed, we began our descent back to 10000 ft having climbed to 11000 ft. We still could not contact approach, who was still talking to the other aircraft. Finally, we told the controller what had happened, and shortly thereafter, we got a second resolution alert on another set of traffic. We told the controller and she gave us a 20 degree heading change. The RA ended and the conflict was over.

Title: ACR LGT ALTDEV EXCURSION FROM CLRNC ALT IN RESPONSE TO TCASII RA.

Narrative: WHILE LEVEL 10000 FT, 370 KTS, AND NAVIGATING INBOUND TO HDF VOR, WE OBSERVED TCASII TFC AT 400 FT, 5 MI AHEAD. WE WERE LOOKING FOR THIS TFC AND TRYING TO GET A WORD IN EDGEWISE TO SAN APCH, WHO WAS CTLING US, BUT SHE WAS TALKING TO ANOTHER ACFT ABOUT A PRACTICE INST APCH. MEANWHILE, THE RESOLUTION ALERT ON THE TCASII ACTIVATED AND COMMANDED A 2000 FPM CLB WHICH WE INITIATED. WHEN THE CONFLICT WAS CLR AND THE TCASII GAVE US A MONITOR VERT SPD, WE BEGAN OUR DSCNT BACK TO 10000 FT HAVING CLBED TO 11000 FT. WE STILL COULD NOT CONTACT APCH, WHO WAS STILL TALKING TO THE OTHER ACFT. FINALLY, WE TOLD THE CTLR WHAT HAD HAPPENED, AND SHORTLY THEREAFTER, WE GOT A SECOND RESOLUTION ALERT ON ANOTHER SET OF TFC. WE TOLD THE CTLR AND SHE GAVE US A 20 DEG HDG CHANGE. THE RA ENDED AND THE CONFLICT WAS OVER.
