Narrative:
Near miss with another aircraft that appeared to possibly be departing from sav. I was flying 010 according to my track log; roughly at the edge of the inner shelf to the class C. I'm estimating they were flying 230 directly towards me. When I saw the aircraft they were approximately 5 seconds away and level on a near collision course; I immediately ascended and ended up passing approximately 100-200 feet above and 300-500 feet horizontally.
