Narrative:

On IFR from mcb to lch, I was cleared for the ILS runway 15 approach. I was instructed to maintain 1500' until crossing keyli intersection. I was told that the G/south was OTS. Upon receiving this information, I wrongly interpreted that I had already crossed keyli (although I had not yet received the OM on my audio panel, nor had I seen the ADF needle swing, to confirm keyli passage), and misinterp ATC's information and believing I was past keyli, I began descent too early. I was passed to tower, cleared to land 1 or 2 mins later, tower said, 'we have a low altitude alert for you. Climb immediately to 1500'. You are not to descend below 1500' in this sector--until crossing keyli.' I climbed as instructed and continued the approach to a successful and uneventful landing--the only exception being that I was timid and late in descent, following this experience and had to request a circling approach in order to land. It was granted. There was an approaching solid line of thunderstorms and considerable moderate turbulence during cruise and during approach. I can see that I allowed this stress to condition me to hear what I wanted to hear.

Title: GA SMA PLT DESCENDS TOO EARLY ON GLIDE SLOPE INOPERATIVE APCH, DEVELOPS UNSTABILIZED APCH.

Narrative: ON IFR FROM MCB TO LCH, I WAS CLRED FOR THE ILS RWY 15 APCH. I WAS INSTRUCTED TO MAINTAIN 1500' UNTIL XING KEYLI INTXN. I WAS TOLD THAT THE G/S WAS OTS. UPON RECEIVING THIS INFO, I WRONGLY INTERPRETED THAT I HAD ALREADY CROSSED KEYLI (ALTHOUGH I HAD NOT YET RECEIVED THE OM ON MY AUDIO PANEL, NOR HAD I SEEN THE ADF NEEDLE SWING, TO CONFIRM KEYLI PASSAGE), AND MISINTERP ATC'S INFO AND BELIEVING I WAS PAST KEYLI, I BEGAN DSNT TOO EARLY. I WAS PASSED TO TWR, CLRED TO LAND 1 OR 2 MINS LATER, TWR SAID, 'WE HAVE A LOW ALT ALERT FOR YOU. CLB IMMEDIATELY TO 1500'. YOU ARE NOT TO DSND BELOW 1500' IN THIS SECTOR--UNTIL XING KEYLI.' I CLBED AS INSTRUCTED AND CONTINUED THE APCH TO A SUCCESSFUL AND UNEVENTFUL LNDG--THE ONLY EXCEPTION BEING THAT I WAS TIMID AND LATE IN DSNT, FOLLOWING THIS EXPERIENCE AND HAD TO REQUEST A CIRCLING APCH IN ORDER TO LAND. IT WAS GRANTED. THERE WAS AN APCHING SOLID LINE OF TSTMS AND CONSIDERABLE MODERATE TURB DURING CRUISE AND DURING APCH. I CAN SEE THAT I ALLOWED THIS STRESS TO CONDITION ME TO HEAR WHAT I WANTED TO HEAR.
