Narrative:

After landing on runway 23R the controller cleared an large transport Y for takeoff on runway 23L. While I was X on rollout tower advised us to turn left when able and hold short of runway 23L. While clearing the runway the controller said X (my aircraft) no delay, cross runway 23L. Just as the controller said this the large transport Y flew right past us at approximately 50' just after rotation. Another controller jumped in and said 'X hold short.' after arriving at the gate I called the tower supervisor to inquire why the controller cleared us into what would have been a bad accident. The supervisor told me they were doing training and the first controller was a trnee. I asked why the trnee was in such a hurry. The controller supervisor could not offer an explanation. Furthermore, I later found out that this identical situation happened to another one of our aircraft and an medium large transport jet not 10 mins earlier. I explained to the controller that typically when we hear 'no delay' we leave the power up and are prepared to fast taxi across the parallel. The controllers misjudgement caused me to have to stop short. As I turned off the runway 23R onto taxiway kilo, I noticed the large transport on rotation, so there was no danger of hitting him, however, had I not caught the large transport in my periphery and I had begun to cross 23L I am convinced that the main gear of the large transport would have struck my airplane. It seemed that this new controller trnee was trying to control beyond his current level of ability and that his trner allowed him to go too far before intervening.

Title: LTT CLEARED TO CROSS RWY SAW LGT FLY OVER AS ANOTHER CTLR INSTRUCTED LTT TO HOLD SHORT.

Narrative: AFTER LNDG ON RWY 23R THE CTLR CLRED AN LGT Y FOR TKOF ON RWY 23L. WHILE I WAS X ON ROLLOUT TWR ADVISED US TO TURN L WHEN ABLE AND HOLD SHORT OF RWY 23L. WHILE CLRING THE RWY THE CTLR SAID X (MY ACFT) NO DELAY, CROSS RWY 23L. JUST AS THE CTLR SAID THIS THE LGT Y FLEW R PAST US AT APPROX 50' JUST AFTER ROTATION. ANOTHER CTLR JUMPED IN AND SAID 'X HOLD SHORT.' AFTER ARRIVING AT THE GATE I CALLED THE TWR SUPVR TO INQUIRE WHY THE CTLR CLRED US INTO WHAT WOULD HAVE BEEN A BAD ACCIDENT. THE SUPVR TOLD ME THEY WERE DOING TRNING AND THE FIRST CTLR WAS A TRNEE. I ASKED WHY THE TRNEE WAS IN SUCH A HURRY. THE CTLR SUPVR COULD NOT OFFER AN EXPLANATION. FURTHERMORE, I LATER FOUND OUT THAT THIS IDENTICAL SITUATION HAPPENED TO ANOTHER ONE OF OUR ACFT AND AN MLG JET NOT 10 MINS EARLIER. I EXPLAINED TO THE CTLR THAT TYPICALLY WHEN WE HEAR 'NO DELAY' WE LEAVE THE PWR UP AND ARE PREPARED TO FAST TAXI ACROSS THE PARALLEL. THE CTLRS MISJUDGEMENT CAUSED ME TO HAVE TO STOP SHORT. AS I TURNED OFF THE RWY 23R ONTO TXWY KILO, I NOTICED THE LGT ON ROTATION, SO THERE WAS NO DANGER OF HITTING HIM, HOWEVER, HAD I NOT CAUGHT THE LGT IN MY PERIPHERY AND I HAD BEGUN TO CROSS 23L I AM CONVINCED THAT THE MAIN GEAR OF THE LGT WOULD HAVE STRUCK MY AIRPLANE. IT SEEMED THAT THIS NEW CTLR TRNEE WAS TRYING TO CTL BEYOND HIS CURRENT LEVEL OF ABILITY AND THAT HIS TRNER ALLOWED HIM TO GO TOO FAR BEFORE INTERVENING.
