Narrative:

Coordination was made for an aircraft to enter seattle approach airspace from seattle center at 8000' rather than 10000'. When the northbound inbound aircraft was first observed on sea approach radar there was an intermittent ARTS tag showing the aircraft leaving 10000'. There was an overflying IFR aircraft at 9000' south bnd 5 mi ahead. Seattle center was talking to both aircraft. Since the northbound inbound aircraft was not a good ARTS target we waited to accept the handoff. The aircraft entered our airspace west/O a handoff completed descending through another aircraft's altitude. The aircraft appeared to be about 1 mi apart.

Title: ARTCC RADAR CTLR DESCENDED ACFT X THROUGH ACFT Y'S ALT WITHOUT PROVIDING STANDARD SEPARATION. ACFT X ENTERED APCH'S AIRSPACE WITHOUT A RADAR HANDOFF OR COORD.

Narrative: COORD WAS MADE FOR AN ACFT TO ENTER SEATTLE APCH AIRSPACE FROM SEATTLE CTR AT 8000' RATHER THAN 10000'. WHEN THE NBND INBND ACFT WAS FIRST OBSERVED ON SEA APCH RADAR THERE WAS AN INTERMITTENT ARTS TAG SHOWING THE ACFT LEAVING 10000'. THERE WAS AN OVERFLYING IFR ACFT AT 9000' S BND 5 MI AHEAD. SEATTLE CTR WAS TALKING TO BOTH ACFT. SINCE THE NBND INBND ACFT WAS NOT A GOOD ARTS TARGET WE WAITED TO ACCEPT THE HDOF. THE ACFT ENTERED OUR AIRSPACE W/O A HDOF COMPLETED DSNDING THROUGH ANOTHER ACFT'S ALT. THE ACFT APPEARED TO BE ABOUT 1 MI APART.
