Narrative:

Air carrier X checked in with curacao control approximately 40 north scapa intersection (latin america hi/lo #8). Ride was bumpy requested descent to FL280, descended. Curacao thought we were in his airspace when we checked in he misunderstood us. We were cleared to FL280 in sju airspace. Supplemental information from acn 172356. 40 mi north of scapa intersection san juan center changed us over to curacao center. Captain asked for scapa direct aruba. Controller said standby. Captain asked for FL280 due chop. Controller cleared us to FL280. After we reported scapa at FL280, controller asked us if we had descended to FL280 in san juan airspace. Problem could have been caused by change over to curacao center. When captain reported as if in radar but curacao had no radar. He did not give estimate for scapa intersection. Controller may have thought we were past scapa.

CTLR CLRED US TO FL280. AFTER WE RPTED SCAPA AT FL280, CTLR ASKED US IF WE HAD DSNDED TO FL280 IN SAN JUAN AIRSPACE. PROB COULD HAVE BEEN CAUSED BY CHANGE OVER TO CURACAO CTR. WHEN CAPT RPTED AS IF IN RADAR BUT CURACAO HAD NO RADAR. HE DID NOT GIVE ESTIMATE FOR SCAPA INTXN. CTLR MAY HAVE THOUGHT WE WERE PAST SCAPA.
