Narrative:

I was working the sln low sector at ZKC (radar). The WX was marginal VFR. The aircraft in question was on an IFR flight from mkc to sln and was the third aircraft out of 4 for approach at sln following slower aircraft. Small transport X was behind 2 small aircraft's. Small transport X reported the art in sight but could not find preceding aircraft on a visibility approach to runway 17 at sln. One turn in holding was done for spacing. The 2 previous aircraft were on the ground and small transport X was cleared for visibility to runway 17. Small transport X was asked for position and altitude reports to sep fourth aircraft down. Last report to center from small transport X was 4 1/2 mi south of VFR at 3000', and an large transport Y just passed 1/2 mi in front of me. Large transport Y was never seen on radar. Sln tower called me prior to the first aircraft approach to advise him of an large transport Y on 7 mi arc northwest of the VOR at 3000'. First aircraft was issued the traffic. Sln tower never reissued traffic to the center (me) for any of the other aircraft that were inbound. Sln tower did have the inbound estimates and the sequence for all 4 aircraft. This is covered in an LOA that was not adhered to. Supplemental information from acn 172198: we had 1 aircraft on approach (VOR 17) at sln and 3 more over the sln VOR holding. Tower was advised of all 4 aircraft, their intent to make the VOR 17 and their position. Tower advised the radar controller of an large transport on the 7 DME arc northwest of the VOR at 3000' VFR.

THE 2 PREVIOUS ACFT WERE ON THE GND AND SMT X WAS CLRED FOR VIS TO RWY 17. SMT X WAS ASKED FOR POS AND ALT RPTS TO SEP FOURTH ACFT DOWN. LAST RPT TO CENTER FROM SMT X WAS 4 1/2 MI S OF VFR AT 3000', AND AN LGT Y JUST PASSED 1/2 MI IN FRONT OF ME. LGT Y WAS NEVER SEEN ON RADAR. SLN TWR CALLED ME PRIOR TO THE FIRST ACFT APCH TO ADVISE HIM OF AN LGT Y ON 7 MI ARC NW OF THE VOR AT 3000'. FIRST ACFT WAS ISSUED THE TFC. SLN TWR NEVER REISSUED TFC TO THE CENTER (ME) FOR ANY OF THE OTHER ACFT THAT WERE INBND. SLN TWR DID HAVE THE INBND ESTIMATES AND THE SEQUENCE FOR ALL 4 ACFT.
