Narrative:

While operating VFR under ATC traffic advisories over san francisco at 1500', saw a silver object in the light from my landing lights, ahead and slightly above me. Unsure of what it was, I dodged it in a rolling descent, dropping down about 400'. This put me at slightly less than 1000' AGL, the minimum altitude permissible over populated areas.
