Narrative:

The problem arose because I was too concentrated on getting correctly out of the TCA. My point of departure was smo. I stayed under 2000' until el monte airport. At el monte I called bur for radar following. They told me to call ontario. I called ontario. They told me they would get back to me and to stay out of the arsa. They seemed too busy, they didn't get back to me, so I switched them off. I then realized I was too close to ontario airport and headed immediately away from the airport. My conclusion to avoid any repetition is to file IFR when I leave smo which I do 95 percent of my departures.

Title: PENETRATED ARSA WITHOUT CLRNC.

Narrative: THE PROB AROSE BECAUSE I WAS TOO CONCENTRATED ON GETTING CORRECTLY OUT OF THE TCA. MY POINT OF DEP WAS SMO. I STAYED UNDER 2000' UNTIL EL MONTE ARPT. AT EL MONTE I CALLED BUR FOR RADAR FOLLOWING. THEY TOLD ME TO CALL ONTARIO. I CALLED ONTARIO. THEY TOLD ME THEY WOULD GET BACK TO ME AND TO STAY OUT OF THE ARSA. THEY SEEMED TOO BUSY, THEY DIDN'T GET BACK TO ME, SO I SWITCHED THEM OFF. I THEN REALIZED I WAS TOO CLOSE TO ONTARIO ARPT AND HEADED IMMEDIATELY AWAY FROM THE ARPT. MY CONCLUSION TO AVOID ANY REPETITION IS TO FILE IFR WHEN I LEAVE SMO WHICH I DO 95 PERCENT OF MY DEPS.
