Narrative:

First officer copied clearance, route was modified to track 198 degree right off cedar lake VOR. Instead of direct sea isle. First officer neglected to advise me of route change even though I asked specifically for takeoff brief three times. First officer was flying aircraft, as we xed cedar lake VOR I referred to filed flight plan on release and showed dir sie and first officer took up heading to proceed. After approximately 3 mi wash center asked where we were going. I said dir sie as filed. Controller wanted to know if we were not cleared 198 degree right of cedar lake VOR. At this time first officer said I forgot to tell you, center gave us a right turn and instructions to intercept right. Shortly thereafter we were given dir sie. The checklist in use at this time has two items for takeoff brief. When we arrived at this point in checklist I asked first officer for brief as it was his leg to fly. He appeared to be busy with other duties and the item was repeated twice more. I specifically asked for this item and he said left turn 255 degree phl 4 departure up to 5000' no mention of route change. Short of a procedural change ie, captain copy of monitor clearance delivery or local controller's cease to change as they do on a regular basis, published sids and prefiled clrncs, why publish a route or SID if you always change it. Or perhaps retrain first officer.
