Narrative:

When executing the before start checklists and flow it was discovered that there was no pressure from the hydraulic systems 1b; 2b and 3a. A call to notify maintenance was made and they arrived at the aircraft approximately 30 minutes later to inspect. I was told they discovered the circuit breakers for the pumps in the avionics bay were tripped and they performed a system reset with the aircraft powered down. When we powered back up all hydraulic systems operated normally. Maintenance completed the logbook entry and told us we were good to go. After the pushback and engine start we received an ACARS message to call ZZZ1 maintenance. We tried 3 times to call and got no answer each time. I then sent an ACARS message back saying that ZZZ maintenance wasn't answering and that I would try them again when we arrived in ZZZ. I received no response or any other indications that there was any problems. At this point all the information I had available to me didn't seem to be incorrect or incomplete or even contrary to any [company] SOP's. We proceeded with the flight and arrived safely with no further maintenance issues to ZZZ1. Upon arrival at ZZZ a maintenance guy met us at the airplane and asked to see the log book saying he was looking for an 'ops check' I showed him in the log book and the sign off that said ops check. He seemed confused about why he was sent out to check it again but just shrugged and said something like okay well I'm here I'll just ops check it again. He did and everything tested good. At this point we swapped with another crew and proceeded home. It was the following morning that I received a call from [chief pilot]. He told me that ZZZ maintenance did not complete the reset process completely as they signed off the ops check on the system 1&2 but did not include #3 in the ops check. Also that they were supposed to MEL the CAT ii system.I'm not positive but I believe it was due to contract maintenance not being familiar with crj and [company] policies. Also the lack of response from dispatch to delay further until maintenance could be reached we received no further ACARS messages after telling them maintenance did not answer the 3 phone calls nor did we receive a message to hold departure all the information (logbooks; release; verbal communication with local mechanics) we had at the time didn't indicate that anything was missing.I believe there was a breakdown in communication between maintenance; dispatch and myself. I received no sense of urgency from dispatch that would have lead me to believe I needed to delay the flight further and with ZZZ1 maintenance not answering my repeated (3) calls; and the ZZZ mechanics telling me I was good to go; I had no other information to suggest delaying the flight further. As far as I was aware everything was good to go. Perhaps a suggestion to help mitigate would be to have dispatch send a message saying not to depart until maintenance is contacted.
