Narrative:

We arrived at the aircraft. We were already aware of MEL xxxxa on the aircraft; left main tank probes. The mrd had already printed out on the flight deck and showed the aircraft was released by tech ops showing the MEL had been complied with [the maintenance release]. I initially questioned this with my first officer (first officer) as the aircraft had yet to be fueled for the flight. When the first officer went down to the ramp to perform his inspection there were two maintenance technicians talking to the fueler; who arrived and was now fueling the aircraft. When the first officer completed his inspection he asked the fueler; who was just finishing up; what the maintenance technicians did and he said something to the affect that they only asked if he needed any help and when he said no; they left. In the meantime I called maintenance on the radio and asked them about the maintenance release being signed off before the aircraft was refueled. The person on the other end of the radio told me the release was already signed off and it was a valid release. I then asked him how I was to know how much fuel was in the tanks with the tanks just now being fueled and maintenance not having measured the amount by the alternate method. I was told to standby and he would get back to me. The first officer then came back to the cockpit and explained what transpired with the fueler. I again called maintenance and told them I needed a new mrd and a sheet showing the amount of fuel in each tank as measured by the alternate method. After a few minutes we received an ACARS ****do not tke off**** **new mrd needed** message. Shortly thereafter some technicians from the 'day shift' showed up and did the job correctly; documenting the amount of fuel in the tanks by the alternate method and supplying me with that information. They were at a loss to explain why the previous shift did not comply with the MEL procedure yet issued an mrd anyway. A new mrd was then issued.
