Narrative:

At present the rule on issuing parachute jumping NOTAMS are that they are issued under the nearest en route navigation aid with a fix-radial-distance, if that point is within 25 NM. If it is not, then it is to the nearest public use airport with no direction from that airport, thus giving the appearance that the jumping is taking place at the airport. This is 1 safety problem. Another is that the automated FSS model 1 or model 1FC suppresses all en route airports on route briefings, thus paja NOTAMS for those airports are not displayed and an aircraft could fly right into jumping and never be told about it. All parachute jumping NOTAMS should be to the nearest en route NAVAID, no matter how far it is from that NAVAID, and then they will be displayed on the en route briefings. The size of the drop zone should be included. It currently does not. Callback conversation with reporter revealed the following: reporter advised that the current FAA policy is different from the requirements of far 105. The present parachute jumping NOTAM information has been in effect since 9/90. FSS local management and regional office personnel have been trying to get FAA headquarters to change to a better method of displaying parachute jumping information to pilots as well as controllers.

Narrative: AT PRESENT THE RULE ON ISSUING PARACHUTE JUMPING NOTAMS ARE THAT THEY ARE ISSUED UNDER THE NEAREST ENRTE NAVIGATION AID WITH A FIX-RADIAL-DISTANCE, IF THAT POINT IS WITHIN 25 NM.
