Customer service representative had us board a full aircraft when pilots were inbound and still in-air. They sat on the tarmac for 55 minutes waiting for a gate; while we had a full aircraft; no ground air; and overheating passengers. The customer service representative did not leave a jet bridge phone and shut the jet bridge door. This made it impossible to contact anyone to ameliorate the situation. Passengers stood in jet bridge for 45 minutes; or sat on the hot and stuffy plane. It was not safe at all; and we were not given any tools to fix it.do not have customer service representative board aircraft with no pilots nearby; no ground air; and no jet bridge phone.
