Narrative:

During contact with mia approach we were given a descent from 10000 to 3000' and a heading of 060 degrees. I had tried to receive the mia ATIS for approximately 10 mins with no results. As we contacted mia approach I left the frequency to pick up the ATIS. When I returned to the frequency the copilot was making a turn to 120 degrees to intercept the localizer for runway 9R. I asked him why he was on a 120 degree heading to intercept rather than the 060 degree heading. He told me that approach had issued the heading after telling him that he had failed to intercept the runway 9R localizer on the 060 degree heading. There were thunderstorms and funnel clouds all around mia and we were very busy. We continued and landed at mia. Once on the ground I asked what happened. He said he never heard the 'intercept the runway 9R localizer' call and never read it back. The controller was very busy due to the WX and it was not till an air carrier aircraft reported a terrain morning and reported an aircraft under it that the controller issued the 120 degree heading. Normally the ATIS would have been received sooner and I would have been on the frequency also to monitor the calls. However, this was a very short leg and due to the mia ATIS change and my need to pick up the new ATIS due to the very poor and severe WX that I left the frequency. As a result I would have caught the call if it was given.

Title: MLG X ACFT FLEW UNDER ANOTHER ACFT ON FINAL TO PARALLEL RWY.

Narrative: DURING CONTACT WITH MIA APCH WE WERE GIVEN A DSNT FROM 10000 TO 3000' AND A HDG OF 060 DEGS. I HAD TRIED TO RECEIVE THE MIA ATIS FOR APPROX 10 MINS WITH NO RESULTS. AS WE CONTACTED MIA APCH I LEFT THE FREQ TO PICK UP THE ATIS. WHEN I RETURNED TO THE FREQ THE COPLT WAS MAKING A TURN TO 120 DEGS TO INTERCEPT THE LOC FOR RWY 9R. I ASKED HIM WHY HE WAS ON A 120 DEG HDG TO INTERCEPT RATHER THAN THE 060 DEG HDG. HE TOLD ME THAT APCH HAD ISSUED THE HDG AFTER TELLING HIM THAT HE HAD FAILED TO INTERCEPT THE RWY 9R LOC ON THE 060 DEG HDG. THERE WERE TSTMS AND FUNNEL CLOUDS ALL AROUND MIA AND WE WERE VERY BUSY. WE CONTINUED AND LANDED AT MIA. ONCE ON THE GND I ASKED WHAT HAPPENED. HE SAID HE NEVER HEARD THE 'INTERCEPT THE RWY 9R LOC' CALL AND NEVER READ IT BACK. THE CTLR WAS VERY BUSY DUE TO THE WX AND IT WAS NOT TILL AN ACR ACFT RPTED A TERRAIN MORNING AND RPTED AN ACFT UNDER IT THAT THE CTLR ISSUED THE 120 DEG HDG. NORMALLY THE ATIS WOULD HAVE BEEN RECEIVED SOONER AND I WOULD HAVE BEEN ON THE FREQ ALSO TO MONITOR THE CALLS. HOWEVER, THIS WAS A VERY SHORT LEG AND DUE TO THE MIA ATIS CHANGE AND MY NEED TO PICK UP THE NEW ATIS DUE TO THE VERY POOR AND SEVERE WX THAT I LEFT THE FREQ. AS A RESULT I WOULD HAVE CAUGHT THE CALL IF IT WAS GIVEN.
