Controller at ZNY called for higher altitude on air carrier X climbing out of jfk. Controller #2 approved FL310. Air carrier X checked on climbing to FL320. Controller #2 missed readback. Air carrier X lost sep with air carrier Y (opp direction at FL330). Pilot of air carrier X was foreign, hard to understand.
