[A] container loaded in front part of aft cargo and wasn't locked in. [The] container came in from ZZZ and was never offloaded. Had this container shifted back during takeoff; [the result] could have been catastrophic. Not only was this container not offloaded in phl; it wasn't relocked or checked prior to departure to ZZZ1. [The] container weighed 1;400 kg.
