Narrative:
[Flight] did not have 15 bags around hazmat. Called operations and ramp said they would move it to nesting system. I told them they had to leave the hazmat in pit 2 and move bags to surround it. They finalized the flight without showing the move so I called again. They got it right the 3rd time.
