Narrative:

Bwi approach cleared us to 3000' vectoring us to runway 28 at bwi. TCAS called 'traffic' then immediately called 'climb-climb', the ivsi lights called for a 1500 FPM climb and I immediately applied maximum power and pitched to approximately 15 degree aircraft nose up. The TCAS showed the aircraft to be straight ahead, 600' below and climbing. After the conflict, I leveled off at 6500', advised bwi approach and returned to 3000'. During the evasive maneuver, ATC said that the aircraft would pass under my aircraft, but this came after the TCAS ordered the climb. The aircraft was VFR, not talking to ATC and appeared on ATC scope, the same time TCA was warning me. I feel that TCAS did what it is designed to do, I never saw the small aircraft aircraft due to its position. This was the first right/a, I have had since TCAS began and I noticed that ATC was taken out of the picture during this situation!

Title: ACFT EQUIPPED WITH TCAS II HAD TRAFFIC WARNING, INDICATING CLIMB. FLT CREW CLIMBED ABRUPTLY AND APCH CTLR REPORTED A VFR THAT WOULD HAVE PASSED UNDER THEM.

Narrative: BWI APCH CLRED US TO 3000' VECTORING US TO RWY 28 AT BWI. TCAS CALLED 'TFC' THEN IMMEDIATELY CALLED 'CLB-CLB', THE IVSI LIGHTS CALLED FOR A 1500 FPM CLB AND I IMMEDIATELY APPLIED MAX PWR AND PITCHED TO APPROX 15 DEG ACFT NOSE UP. THE TCAS SHOWED THE ACFT TO BE STRAIGHT AHEAD, 600' BELOW AND CLBING. AFTER THE CONFLICT, I LEVELED OFF AT 6500', ADVISED BWI APCH AND RETURNED TO 3000'. DURING THE EVASIVE MANEUVER, ATC SAID THAT THE ACFT WOULD PASS UNDER MY ACFT, BUT THIS CAME AFTER THE TCAS ORDERED THE CLB. THE ACFT WAS VFR, NOT TALKING TO ATC AND APPEARED ON ATC SCOPE, THE SAME TIME TCA WAS WARNING ME. I FEEL THAT TCAS DID WHAT IT IS DESIGNED TO DO, I NEVER SAW THE SMA ACFT DUE TO ITS POSITION. THIS WAS THE FIRST R/A, I HAVE HAD SINCE TCAS BEGAN AND I NOTICED THAT ATC WAS TAKEN OUT OF THE PICTURE DURING THIS SITUATION!
