Narrative:

Departing chino, ca from santa ynez. Requested arsa service from ground controller and received code to squawk and frequency for departure control. After departure reported to departure control and was idented on their radar. Continued climbing on runway heading expecting instructions to turn nwbnd. After approximately 3 mins controller asked me to identify and advise destination. Replied destination with identify. Was then told by controller that destination was north, which is confirmed and advised I was awaiting his instructions to begin turn. He advised he wasn't giving instructions to turn and that I should read up on arsa procedures. By this time I was above arsa. May have entered air traffic area for riverside airport.

Narrative: DEPARTING CHINO, CA FROM SANTA YNEZ. REQUESTED ARSA SVC FROM GND CTLR AND RECEIVED CODE TO SQUAWK AND FREQ FOR DEP CTL. AFTER DEP RPTED TO DEP CTL AND WAS IDENTED ON THEIR RADAR. CONTINUED CLBING ON RWY HDG EXPECTING INSTRUCTIONS TO TURN NWBND. AFTER APPROX 3 MINS CTLR ASKED ME TO IDENT AND ADVISE DEST. REPLIED DEST WITH IDENT. WAS THEN TOLD BY CTLR THAT DEST WAS N, WHICH IS CONFIRMED AND ADVISED I WAS AWAITING HIS INSTRUCTIONS TO BEGIN TURN. HE ADVISED HE WASN'T GIVING INSTRUCTIONS TO TURN AND THAT I SHOULD READ UP ON ARSA PROCS. BY THIS TIME I WAS ABOVE ARSA. MAY HAVE ENTERED ATA FOR RIVERSIDE ARPT.
