Narrative:

While on an IFR flight plan at night from sac to sna, approximately 5 mi southeast of lax, I was descended from 11000'. I selected gear down and was unable to obtain a gear down and locked indication. While descending, I made multiple unseccessful attempts to recycle the gear. At approximately 5000', I notified approach control of my problem and was given delay vectors to resolve my problem. After about 45 mins I was still unable to obtain a gear down and locked indication (although I could see the main gear in position). I flew by sna tower. They advised me they could not see my nose gear. At some point I declared an emergency. The flight conditions at this time was VMC with moderate to occasional severe turbulence. I believe the winds at sna were 030 variable to 060, 25 gusting to 35 KTS. I had a frightened passenger, was in turbulence to the extent that my autoplt would repeatedly disconnect, tried to manually pump the gear down, hand fly the airplane, maintain altitude and heading and was interrupted by coast TRACON continually. At some point I advised coast approach of my dilemma and that if they hav a problem with other aircraft in my area (west of sna) to vector them around and to not bother me while I tried to rectify the situation and avoid an accident. Later I was cleared to land gear up at sna runway 01L and while descending on downwind to base a 757 was cleared to land in front of me. I considered this a callous disregard for my emergency situation. I was cleared and approaching to land gear up in turbulence while consuming fuel and now had to contend with wake turbulence from a large jet! I went around. I then advised sna tower that I would be coming around to land again. I think my conversation with them finally got the point across that I was going to land my aircraft at my discretion, not theirs. While on final approach I was advised by sna tower of more favorable winds at lgb. Again I went around. Another interruption and still consuming fuel. I discussed the situation with my passenger and flew to lgb to do a fly by. Lgb tower apparently was not informed of my dilemma. I discussed the situation with them, advised them this was an emergency and requested the necessary equipment be deployed. I eventually, successfully landed gear up west/O incident at lgb runway 07L.

Title: ACFT LANDED WITH GEAR UP.

Narrative: WHILE ON AN IFR FLT PLAN AT NIGHT FROM SAC TO SNA, APPROX 5 MI SE OF LAX, I WAS DSNDED FROM 11000'. I SELECTED GEAR DOWN AND WAS UNABLE TO OBTAIN A GEAR DOWN AND LOCKED INDICATION. WHILE DSNDING, I MADE MULTIPLE UNSECCESSFUL ATTEMPTS TO RECYCLE THE GEAR. AT APPROX 5000', I NOTIFIED APCH CTL OF MY PROB AND WAS GIVEN DELAY VECTORS TO RESOLVE MY PROB. AFTER ABOUT 45 MINS I WAS STILL UNABLE TO OBTAIN A GEAR DOWN AND LOCKED INDICATION (ALTHOUGH I COULD SEE THE MAIN GEAR IN POS). I FLEW BY SNA TWR. THEY ADVISED ME THEY COULD NOT SEE MY NOSE GEAR. AT SOME POINT I DECLARED AN EMER. THE FLT CONDITIONS AT THIS TIME WAS VMC WITH MODERATE TO OCCASIONAL SEVERE TURB. I BELIEVE THE WINDS AT SNA WERE 030 VARIABLE TO 060, 25 GUSTING TO 35 KTS. I HAD A FRIGHTENED PAX, WAS IN TURB TO THE EXTENT THAT MY AUTOPLT WOULD REPEATEDLY DISCONNECT, TRIED TO MANUALLY PUMP THE GEAR DOWN, HAND FLY THE AIRPLANE, MAINTAIN ALT AND HDG AND WAS INTERRUPTED BY COAST TRACON CONTINUALLY. AT SOME POINT I ADVISED COAST APCH OF MY DILEMMA AND THAT IF THEY HAV A PROB WITH OTHER ACFT IN MY AREA (W OF SNA) TO VECTOR THEM AROUND AND TO NOT BOTHER ME WHILE I TRIED TO RECTIFY THE SITUATION AND AVOID AN ACCIDENT. LATER I WAS CLRED TO LAND GEAR UP AT SNA RWY 01L AND WHILE DSNDING ON DOWNWIND TO BASE A 757 WAS CLRED TO LAND IN FRONT OF ME. I CONSIDERED THIS A CALLOUS DISREGARD FOR MY EMER SITUATION. I WAS CLRED AND APCHING TO LAND GEAR UP IN TURB WHILE CONSUMING FUEL AND NOW HAD TO CONTEND WITH WAKE TURB FROM A LARGE JET! I WENT AROUND. I THEN ADVISED SNA TWR THAT I WOULD BE COMING AROUND TO LAND AGAIN. I THINK MY CONVERSATION WITH THEM FINALLY GOT THE POINT ACROSS THAT I WAS GOING TO LAND MY ACFT AT MY DISCRETION, NOT THEIRS. WHILE ON FINAL APCH I WAS ADVISED BY SNA TWR OF MORE FAVORABLE WINDS AT LGB. AGAIN I WENT AROUND. ANOTHER INTERRUPTION AND STILL CONSUMING FUEL. I DISCUSSED THE SITUATION WITH MY PAX AND FLEW TO LGB TO DO A FLY BY. LGB TWR APPARENTLY WAS NOT INFORMED OF MY DILEMMA. I DISCUSSED THE SITUATION WITH THEM, ADVISED THEM THIS WAS AN EMER AND REQUESTED THE NECESSARY EQUIP BE DEPLOYED. I EVENTUALLY, SUCCESSFULLY LANDED GEAR UP W/O INCIDENT AT LGB RWY 07L.
