I was receiving a position relief briefing while air carrier X was descending for an IFR approach. An untagged VFR target appeared and began climbing northwest bound; across [the aircraft's] final. A conflict alert activated and traffic was exchanged. This is a regular occurrence as the final approach is closely situated between two uncontrolled airports. The crossing altitude at the initial approach fix for the ILS approach is below the floor of class C airspace. Without requiring communication with VFR aircraft in the area; these instances will continue.
