Narrative:

Aircraft X departed runway 17, IFR flight, climbing to 5000' with a left turn direct sln VOR. As aircraft X was in his climb not yet turning, aircraft Y called on sln ground (121.9) stating he could not reach the tower. He was immediately asked his position and responded 'entering a left downwind.' aircraft X was issued the traffic immediately as he was in his left turn and had to climb to avoid aircraft Y. The pilot of aircraft X was very upset that there was no radar coverage thus no sep between him and the aircraft Y. He commented to the tower that radar coverage is badly needed for these situations. Callback conversation with reporter revealed the following: reporter experience 1 yr non radar. Reporter was working the local control position. Aircraft X was an light transport. Miss distance was 1 mi horizontal, 500' vertical. No incident was filed.

Narrative: ACFT X DEPARTED RWY 17, IFR FLT, CLBING TO 5000' WITH A LEFT TURN DIRECT SLN VOR. AS ACFT X WAS IN HIS CLB NOT YET TURNING, ACFT Y CALLED ON SLN GND (121.9) STATING HE COULD NOT REACH THE TWR. HE WAS IMMEDIATELY ASKED HIS POS AND RESPONDED 'ENTERING A LEFT DOWNWIND.' ACFT X WAS ISSUED THE TFC IMMEDIATELY AS HE WAS IN HIS LEFT TURN AND HAD TO CLB TO AVOID ACFT Y. THE PLT OF ACFT X WAS VERY UPSET THAT THERE WAS NO RADAR COVERAGE THUS NO SEP BTWN HIM AND THE ACFT Y. HE COMMENTED TO THE TWR THAT RADAR COVERAGE IS BADLY NEEDED FOR THESE SITUATIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR EXPERIENCE 1 YR NON RADAR. RPTR WAS WORKING THE LCL CTL POS. ACFT X WAS AN LTT. MISS DISTANCE WAS 1 MI HORIZ, 500' VERT. NO INCIDENT WAS FILED.
