Narrative:
Cruise at FL350 cleared to FL330 then cleared to FL280. At FL290 controller said we were assigned FL330. Started climb to FL330. At FL310 told to stop at FL310. Stopped climb at FL318, then back to FL310. Oak flight air carrier X, there was also an air carrier Y on frequency. Later controller told air carrier Y he had already been cleared to FL280 and air carrier Y said first they had heard controller give FL280 clearance to air carrier X when he meant to give to to air carrier Y.

STOPPED CLB AT FL318, THEN BACK TO FL310. OAK FLT ACR X, THERE WAS ALSO AN ACR Y ON FREQ. LATER CTLR TOLD ACR Y HE HAD ALREADY BEEN CLRED TO FL280 AND ACR Y SAID FIRST THEY HAD HEARD CTLR GIVE FL280 CLRNC TO ACR X WHEN HE MEANT TO GIVE TO TO ACR Y.
