Narrative:
Nqx called eyw and said '3 mi with the surveillance.' I asked with who, and they said 'xyz.' I cleared small aircraft xyz to land and gave the airport information. We were never given the inbound on small aircraft xyz nor did they call us at 6 mi like our letter of agreement says. Their first call was at 3 mi. An uncoord late call.

Title: AN IFR SMA WAS HANDED OFF FROM APCH CTL TO TWR INSIDE THE LETTER OF AGREEMENT POINT. NO OTHER ACFT INVOLVED.
Narrative: NQX CALLED EYW AND SAID '3 MI WITH THE SURVEILLANCE.' I ASKED WITH WHO, AND THEY SAID 'XYZ.' I CLRED SMA XYZ TO LAND AND GAVE THE ARPT INFO. WE WERE NEVER GIVEN THE INBND ON SMA XYZ NOR DID THEY CALL US AT 6 MI LIKE OUR LETTER OF AGREEMENT SAYS. THEIR FIRST CALL WAS AT 3 MI. AN UNCOORD LATE CALL.
