Narrative:
Radar controller was in communication with small transport X, who was climbing to 16000'. New york approach was working mdt Y. Radar controller took a mileage measurement, which read 3.3 mi. Soon after this mdt Y reports on the frequency level at 10000'. Small transport X was climbing out of 10700' MSL. No evasive action was taken to correct this ny approach should simply give us the required 5 mi sep.

Narrative: RADAR CTLR WAS IN COM WITH SMT X, WHO WAS CLBING TO 16000'. NEW YORK APCH WAS WORKING MDT Y. RADAR CTLR TOOK A MILEAGE MEASUREMENT, WHICH READ 3.3 MI.
