Narrative:

To avoid running over individual standing in front and slightly to the right of nose of aircraft. The PF stopped right turn and tried to stop straight ahead. Left wing came in contact with vertical tail of another aircraft damaging other aircraft's rudder. Aircraft were parked to our left and ahead. It was clear to taxi by initiating a right turn out of the parking spot. The captain started away from parking spot and asked if it was clear to turn to the right. I (copilot) looked and saw a person (T.V. Reporter crouched over cameras filming us) as previously described. I called out that it was not clear and that I was not sure if the reporter was going to move in time. In order not to run over or hit the individual, the captain stopped turning and tried to stop straight ahead. As previously stated, the aircraft could not stop suddenly and the left wing went over the tail of the other aircraft. Taxi speed was very slow. Contributing factors: 1) minimal crew, 2) no ground support, 3) no briefing of people standing on the ground (reporter), and 4) no signalman. Although the flight crew operated according to normal operating procedures and all systems were normal and all passenger were briefed, the crew inadvertently overlooked briefing any people standing near aircraft--authorized or not. The overriding priority of the crew that led to this incident was to avoid personal injury to an individual that was in the way of a moving aircraft. Supplemental information from acn 159138: a cameraman positioned himself in front of the aircraft to film our movements. We were aware he was there in position as I started my turn out of my parking place. My copilot called for me to stop the turn as he thought we might hit this man. Apparently he positioned himself and we were not sure whether we would clear him. I stopped the turn but could not stop the aircraft in time to avoid hitting the tail of a small parked aircraft.

Title: VINTAGE TRANSPORT TYPE ACFT SCHEDULED TO PARTICIPATE IN AIR SHOW ACTIVITY BEGINS TAXI TOWARD PEDESTRIANS AND, IN MAKING EMER STOP, CONTACTS PARKED ACFT CAUSING MINOR DAMAGE.

I CALLED OUT THAT IT WAS NOT CLR AND THAT I WAS NOT SURE IF THE RPTR WAS GOING TO MOVE IN TIME. IN ORDER NOT TO RUN OVER OR HIT THE INDIVIDUAL, THE CAPT STOPPED TURNING AND TRIED TO STOP STRAIGHT AHEAD. AS PREVIOUSLY STATED, THE ACFT COULD NOT STOP SUDDENLY AND THE LEFT WING WENT OVER THE TAIL OF THE OTHER ACFT. TAXI SPD WAS VERY SLOW. CONTRIBUTING FACTORS: 1) MINIMAL CREW, 2) NO GND SUPPORT, 3) NO BRIEFING OF PEOPLE STANDING ON THE GND (RPTR), AND 4) NO SIGNALMAN. ALTHOUGH THE FLT CREW OPERATED ACCORDING TO NORMAL OPERATING PROCS AND ALL SYSTEMS WERE NORMAL AND ALL PAX WERE BRIEFED, THE CREW INADVERTENTLY OVERLOOKED BRIEFING ANY PEOPLE STANDING NEAR ACFT--AUTHORIZED OR NOT. THE OVERRIDING PRIORITY OF THE CREW THAT LED TO THIS INCIDENT WAS TO AVOID PERSONAL INJURY TO AN INDIVIDUAL THAT WAS IN THE WAY OF A MOVING ACFT.
