Narrative:

Upon level off; the captain was going to retrieve something and moved his seat in the aft position (I was flying the aircraft). There was a strange noise coming from seat controls and the seat got stuck in the fully aft position. Despite attempts to free whatever made the seat stuck including enlisting the help of a flight attendant; the seat stayed stuck. Maintenance control and dispatch were involved via satcom. They also suggested to force the seat free. Multiple attempts did not produce success. We [notified ATC] going into ZZZ as captain could not reach the controls nor taxi nor set brakes. We got the longest runway most aligned with gusty winds. First officer (first officer) did the landing and taxied off the runway on high speed taxiway. Uneventful. After clearing the runway we were towed into the gate.
