Narrative:
Small aircraft X IFR departed runway 36 with an immediate takeoff fly runway heading. The last time that I saw small aircraft X he was 1 mi north on runway heading. I switched him to ZMP. ZMP later called and reported that small aircraft X came on radar 3 south of tvc and missed an IFR small transport Y by 1/2 mi and 200'.

Title: SMA PLT MAKES UNAUTH TURN AFTER TKOF IFR THEN IS LATE CALLING ARTCC AND HAS LESS THAN STANDARD SEPARATION WITH AN INBOUND SMT.
Narrative: SMA X IFR DEPARTED RWY 36 WITH AN IMMEDIATE TKOF FLY RWY HDG. THE LAST TIME THAT I SAW SMA X HE WAS 1 MI N ON RWY HDG. I SWITCHED HIM TO ZMP. ZMP LATER CALLED AND RPTED THAT SMA X CAME ON RADAR 3 S OF TVC AND MISSED AN IFR SMT Y BY 1/2 MI AND 200'.
