Narrative:

Flew alb-hpn part 91 on IFR flight plan. RVR at airport continuously varying between 1400-5000' and fog bank located over approach lights. We were advised by the marker that the RVR was above minimums. We continued approach on 1 mi final, was advised RVR was as low as 1400'. Tower visibility still 7/8 mi. At decision height entire runway was in plain view and pilot visibility was at least 3 mi. I proceeded to land.
