Narrative:

Small transport was making a localizer flight check on runway 11. I was cleared to land on runway 29. The tower and I both were not aware of his position until he appeared at my 12 O'clock position at a high speed. I was about 75-100' above T/D when I saw the aircraft. I broke hard left and up and climbed to left downwind. The small transport passed to my rear and to my right. I would recommend that the check airmen could at least announce on the radio their basic intentions and their position, especially when nearing the airport. I feel their operation leaves very much to be desired, especially in communications.
