Narrative:

Maximum cargo weight in air carrier light transport is 1213 pounds. Agents in fay presented us with an inaccurate baggage manifest form. Total weight in cargo compartment was 1832 pounds (619 pounds over maximum). Aircraft cg was most certainly aft of legal limits as the aircraft was practically unmaneuverable on the pitch axis on approach into atlanta. Aircraft was 322 pounds over maximum gross takeoff weight. If we had lost an engine in climb or approach aircraft would not have been recoverable. Problem was discovered when we asked our atlanta ramp agents to do a baggage count and weight manifest to verify what we had been given in fay. To compensate for the extreme aft cg we held more power and more speed than normal in all phases of flight.

TO COMPENSATE FOR THE EXTREME AFT CG WE HELD MORE PWR AND MORE SPD THAN NORMAL IN ALL PHASES OF FLT.
