Narrative:
I departed lgb and went south to the queen mary. Then turned westbound to follow the coastline northbound. At this time I contacted approach on 134.9 and was advised to climb to 2500', then proceed northbound with a transponder code identify. I followed the coastline along the arrows for the VFR corridor. Then was told to squawk 1200'. I followed the coast toward point dume, turned northbound, then circled north of the mountains. Then I proceeded back along the same exact route along the coast climbing back up to 2500', thinking that I would get the same treatment the return trip. I again contacted approach on 134.9 with the same VFR terminal chart I had purchased 1 day earlier, good through 1/10/91. This time approach control asked if I had VFR route rules. This question I responded with an affirmative. The rules on the chart said that I should contact them. Knowing that this was accomplished I felt that since I had contacted him I felt in good hands. I told him that I was over the coast by smo going south. He then told me to go to either 3500 or 4500'. I complied with his instructions and proceeded southbound along the coast in the VFR corridor. He asked me again if I had the rules. I looked down at my VFR approach chart. Then he informed me I was in the TCA. I was shocked when he stated he was starting enforcement action. He knew I was at 3500' southbound from smo following the arrows. Approach should have given me a different squawk or given me a different vector since we had radio contact for a long period of time.

Title: UNAUTH TCA PENETRATION.
Narrative: I DEPARTED LGB AND WENT S TO THE QUEEN MARY. THEN TURNED WBND TO FOLLOW THE COASTLINE NBND. AT THIS TIME I CONTACTED APCH ON 134.9 AND WAS ADVISED TO CLB TO 2500', THEN PROCEED NBND WITH A XPONDER CODE IDENT. I FOLLOWED THE COASTLINE ALONG THE ARROWS FOR THE VFR CORRIDOR. THEN WAS TOLD TO SQUAWK 1200'. I FOLLOWED THE COAST TOWARD POINT DUME, TURNED NBND, THEN CIRCLED N OF THE MOUNTAINS. THEN I PROCEEDED BACK ALONG THE SAME EXACT RTE ALONG THE COAST CLBING BACK UP TO 2500', THINKING THAT I WOULD GET THE SAME TREATMENT THE RETURN TRIP. I AGAIN CONTACTED APCH ON 134.9 WITH THE SAME VFR TERMINAL CHART I HAD PURCHASED 1 DAY EARLIER, GOOD THROUGH 1/10/91. THIS TIME APCH CTL ASKED IF I HAD VFR RTE RULES. THIS QUESTION I RESPONDED WITH AN AFFIRMATIVE. THE RULES ON THE CHART SAID THAT I SHOULD CONTACT THEM. KNOWING THAT THIS WAS ACCOMPLISHED I FELT THAT SINCE I HAD CONTACTED HIM I FELT IN GOOD HANDS. I TOLD HIM THAT I WAS OVER THE COAST BY SMO GOING S. HE THEN TOLD ME TO GO TO EITHER 3500 OR 4500'. I COMPLIED WITH HIS INSTRUCTIONS AND PROCEEDED SBND ALONG THE COAST IN THE VFR CORRIDOR. HE ASKED ME AGAIN IF I HAD THE RULES. I LOOKED DOWN AT MY VFR APCH CHART. THEN HE INFORMED ME I WAS IN THE TCA. I WAS SHOCKED WHEN HE STATED HE WAS STARTING ENFORCEMENT ACTION. HE KNEW I WAS AT 3500' SBND FROM SMO FOLLOWING THE ARROWS. APCH SHOULD HAVE GIVEN ME A DIFFERENT SQUAWK OR GIVEN ME A DIFFERENT VECTOR SINCE WE HAD RADIO CONTACT FOR A LONG PERIOD OF TIME.
