Narrative:

We were cruising at FL430 for approximately 1 hour in the en route phase of flight. To attempt to get out of strong headwinds and light chop we decided to try FL450. At approximately 44800' the left engine flamed out. Due to rapid speed deterioration we were unable to hold that altitude. We had descended back to FL430 before I was able to obtain clearance for lower. The controller did not mention conflict and was very helpful. Upon reaching the relight envelope we restarted the engine and continued the trip west/O further event.
