Narrative:

I was in a TCAS equipped medium large transport doing an IOE line check with a newly upgraded captain flying. On the leg between sna-oak we were proceeding outbnd on the musle 5 departure combined with standard noise abatement procedures for sna and complying with an ATC clearance to maintain 3000'. At 3000' we started to level off and apply power to configure the aircraft for normal climb. At this time we were also getting ourselves established on the published SID. The TCAS was being operated in the TA mode (traffic advisory) as per company policy in the terminal area. Just as the PF leveled off and started reconfiguring the aircraft we got the aural 'traffic advisory'. Our attention was distraction to the TCAS and the aircraft climbed to approximately 3300' before it was caught and returned to 3000'. There was no apparent traffic conflict (the TA was for traffic below us). The occurrence was a result of combined bad departure and noise abatement procedures and the flight crews attention being distraction by a new aircraft system (TCAS).

Title: ACR MLG ALT DEVIATION OVERSHOT DURING CLIMB WHEN FLT CREW WAS STARTED BY TCAS TRAFFIC ADVISORY WARNING.

THE TCAS WAS BEING OPERATED IN THE TA MODE (TFC ADVISORY) AS PER COMPANY POLICY IN THE TERMINAL AREA. JUST AS THE PF LEVELED OFF AND STARTED RECONFIGURING THE ACFT WE GOT THE AURAL 'TFC ADVISORY'. OUR ATTN WAS DISTR TO THE TCAS AND THE ACFT CLBED TO APPROX 3300' BEFORE IT WAS CAUGHT AND RETURNED TO 3000'. THERE WAS NO APPARENT TFC CONFLICT (THE TA WAS FOR TFC BELOW US). THE OCCURRENCE WAS A RESULT OF COMBINED BAD DEP AND NOISE ABATEMENT PROCS AND THE FLT CREWS ATTN BEING DISTR BY A NEW ACFT SYS (TCAS).
