Narrative:

Began by leaving cross city, fl, under marginal VFR WX conditions on V7 to montgomery, al, via V35 and V323. After the prescribed en route time tracking pecan VOR outbnd and eufaula VOR inbound to euf had lapsed, the to/from indicator had flipped on the inbound VOR for eufaula. Visually, I observed an airport below. Confirming on the wall chart of surrounding landmarks, there was a body of water to the east of the airport. [The only variation was the fact that their original runway 18/36 was closed and another one was built intersection it. This did not raise too much concern referencing the current tann guide airport manual. This publication had monroe regional airport missing runway 18/36 when in fact it was active. Based on the information at hand and being very low on fuel, I called up weedon unicom on 122.8 for aircraft advisory with no response. I entered the traffic pattern making prescribed calls and landed. After clearing the active, I noticed military aircraft on the terminal at one end of the flight line and civilian aircraft at the other. I headed for the civilian aircraft looking for a fuel truck. Before I could get near any aircraft I was confronted by half a dozen military police in vehicles with two fire trucks. It was obvious that I landed on an air force base. (Maxwell AFB). The end result was that: I was denied any purchase of fuel. I completed a hold harmless form (attached). I filed a flight plan to dannelly field (approximately 10 mi away). [I contacted approach who vectored me directly to the field]. After being released I continued my 23.5 hour trip west without further incident. I look back at this very embarrassing situation and think through what else could have been done differently and what should have been done prior, to eliminate this from happening. After flying for nearly 4 hours in marginal VFR WX, on partial panel with intermittent communications in the aircraft I failed in a number of ways. In flight VOR cross check; flight following wasn't used, etc.

Title: CIVILIAN PLT LANDS AT AFB. RECEIVES GREETING COMMITTEE.

Narrative: BEGAN BY LEAVING CROSS CITY, FL, UNDER MARGINAL VFR WX CONDITIONS ON V7 TO MONTGOMERY, AL, VIA V35 AND V323. AFTER THE PRESCRIBED ENRTE TIME TRACKING PECAN VOR OUTBND AND EUFAULA VOR INBND TO EUF HAD LAPSED, THE TO/FROM INDICATOR HAD FLIPPED ON THE INBND VOR FOR EUFAULA. VISUALLY, I OBSERVED AN ARPT BELOW. CONFIRMING ON THE WALL CHART OF SURROUNDING LANDMARKS, THERE WAS A BODY OF WATER TO THE E OF THE ARPT. [THE ONLY VARIATION WAS THE FACT THAT THEIR ORIGINAL RWY 18/36 WAS CLOSED AND ANOTHER ONE WAS BUILT INTERSECTION IT. THIS DID NOT RAISE TOO MUCH CONCERN REFERENCING THE CURRENT TANN GUIDE ARPT MANUAL. THIS PUBLICATION HAD MONROE REGIONAL ARPT MISSING RWY 18/36 WHEN IN FACT IT WAS ACTIVE. BASED ON THE INFO AT HAND AND BEING VERY LOW ON FUEL, I CALLED UP WEEDON UNICOM ON 122.8 FOR ACFT ADVISORY WITH NO RESPONSE. I ENTERED THE TFC PATTERN MAKING PRESCRIBED CALLS AND LANDED. AFTER CLRING THE ACTIVE, I NOTICED MIL ACFT ON THE TERMINAL AT ONE END OF THE FLT LINE AND CIVILIAN ACFT AT THE OTHER. I HEADED FOR THE CIVILIAN ACFT LOOKING FOR A FUEL TRUCK. BEFORE I COULD GET NEAR ANY ACFT I WAS CONFRONTED BY HALF A DOZEN MIL POLICE IN VEHICLES WITH TWO FIRE TRUCKS. IT WAS OBVIOUS THAT I LANDED ON AN AIR FORCE BASE. (MAXWELL AFB). THE END RESULT WAS THAT: I WAS DENIED ANY PURCHASE OF FUEL. I COMPLETED A HOLD HARMLESS FORM (ATTACHED). I FILED A FLT PLAN TO DANNELLY FIELD (APPROX 10 MI AWAY). [I CONTACTED APCH WHO VECTORED ME DIRECTLY TO THE FIELD]. AFTER BEING RELEASED I CONTINUED MY 23.5 HR TRIP W WITHOUT FURTHER INCIDENT. I LOOK BACK AT THIS VERY EMBARRASSING SITUATION AND THINK THROUGH WHAT ELSE COULD HAVE BEEN DONE DIFFERENTLY AND WHAT SHOULD HAVE BEEN DONE PRIOR, TO ELIMINATE THIS FROM HAPPENING. AFTER FLYING FOR NEARLY 4 HRS IN MARGINAL VFR WX, ON PARTIAL PANEL WITH INTERMITTENT COMS IN THE ACFT I FAILED IN A NUMBER OF WAYS. IN FLT VOR CROSS CHK; FLT FOLLOWING WASN'T USED, ETC.
