Narrative:

Routine charter flight form sjc-tvl-mdw. A pre-departure WX briefing was conducted prior to departing sjc. Briefing was made with oak FSS. During briefing I requested NOTAMS for both tvl and mdw. Briefer stated several NOTAMS which affected mdw runways and navaids. There was no mention of arrival slot program in effect at mdw for our proposed arrival time. I checked my charts to see of mdw was listed as a reservation airport. Mdw was not listed as having a slot program in effect. Upon our arrival in the mdw area, chicago ARTCC asked us if we had a reservation for mdw. We stated it was our understanding that a reservation was not required. Center stated there was a program in effect but allowed us to continue to and land at mdw. I called chicago center on the phone after our arrival and they stated the slot program was not an ongoing program but only in effect when conditions in the area required it. Center gave me an 800 number for future use and stated their slot program was covered by class ii NOTAMS. My question is why after specifically trying to determine if a slot program was in effect through FSS I was not so advised. My recommendation is that the NOTAM system be changed so that when a pilot requests NOTAMS 100 or 1000 mi away he can receive all NOTAMS concerning that airport from his local FSS.

MY QUESTION IS WHY AFTER SPECIFICALLY TRYING TO DETERMINE IF A SLOT PROGRAM WAS IN EFFECT THROUGH FSS I WAS NOT SO ADVISED. MY RECOMMENDATION IS THAT THE NOTAM SYS BE CHANGED SO THAT WHEN A PLT REQUESTS NOTAMS 100 OR 1000 MI AWAY HE CAN RECEIVE ALL NOTAMS CONCERNING THAT ARPT FROM HIS LCL FSS.
