Narrative:

Aircraft X while on radar vectors to the oxr runway 25 ILS final, controller (trnee) issued at plus 30 degree heading change to avoid the closer of two targets. Unfortunately, this new heading brought us into conflict with small aircraft Y. Training (instrument) controller issued '12 O'clock, 1 mi at 4000'. Evasive action, climb.' first officer (PF) started slowly pitching up. I intervened and pulled up as well. As we pitched through plus 5-10', first officer made contact with a right/white small aircraft who started to pitch up as well. Initial visibility was made at 400', 12 O'clock, our altitude. We increased pitch to plus 15-20 degrees and cleared small aircraft Y by plus 50'. We recovered at 4700'. I later called burbank approach to file near miss report. It was at this time I discovered the controller training scenario. Callback conversation with reporter revealed the following information. Reporter stated small aircraft Y was VFR. Reporter stated he and the first officer had heads in cockpit until controller issued small aircraft Y as traffic. Reporter stated first officer was slow in responding to evasive action climb issued by controller.

I INTERVENED AND PULLED UP AS WELL. AS WE PITCHED THROUGH PLUS 5-10', F/O MADE CONTACT WITH A R/WHITE SMA WHO STARTED TO PITCH UP AS WELL. INITIAL VIS WAS MADE AT 400', 12 O'CLOCK, OUR ALT. WE INCREASED PITCH TO PLUS 15-20 DEGS AND CLRED SMA Y BY PLUS 50'. WE RECOVERED AT 4700'. I LATER CALLED BURBANK APCH TO FILE NEAR MISS RPT. IT WAS AT THIS TIME I DISCOVERED THE CTLR TRNING SCENARIO. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED SMA Y WAS VFR. RPTR STATED HE AND THE F/O HAD HEADS IN COCKPIT UNTIL CTLR ISSUED SMA Y AS TFC. RPTR STATED F/O WAS SLOW IN RESPONDING TO EVASIVE ACTION CLB ISSUED BY CTLR.
