Narrative:

I was on an IFR flight plan from great falls, mt to prc. The WX was clear. About 50 mi from prc center started me down with instructions to report the airport in sight. I was probably 3-4 mi out when I reported the airport. Center then turned me over to prc tower. I called the tower and said I was with them. They told me to report 6 mi out. I was only about 3 mi out at this point. They had several aircraft in the pattern. I had to call tower on the phone. They were upset that I had got that close in west/O calling them. I feel that this could have been avoided in several ways. I could have been an overhaul approach with the tower calling the break. I could have made a full blown INS approach. In as much as the WX was clear, center could have turned me loose much earlier and then the tower would have had more time to work me in. I feel this was primarily an ATC error.

Title: GA SMT UNAUTH PENETRATION OF PRC ATA.

Narrative: I WAS ON AN IFR FLT PLAN FROM GREAT FALLS, MT TO PRC. THE WX WAS CLR. ABOUT 50 MI FROM PRC CENTER STARTED ME DOWN WITH INSTRUCTIONS TO RPT THE ARPT IN SIGHT. I WAS PROBABLY 3-4 MI OUT WHEN I RPTED THE ARPT. CENTER THEN TURNED ME OVER TO PRC TWR. I CALLED THE TWR AND SAID I WAS WITH THEM. THEY TOLD ME TO RPT 6 MI OUT. I WAS ONLY ABOUT 3 MI OUT AT THIS POINT. THEY HAD SEVERAL ACFT IN THE PATTERN. I HAD TO CALL TWR ON THE PHONE. THEY WERE UPSET THAT I HAD GOT THAT CLOSE IN W/O CALLING THEM. I FEEL THAT THIS COULD HAVE BEEN AVOIDED IN SEVERAL WAYS. I COULD HAVE BEEN AN OVERHAUL APCH WITH THE TWR CALLING THE BREAK. I COULD HAVE MADE A FULL BLOWN INS APCH. IN AS MUCH AS THE WX WAS CLR, CENTER COULD HAVE TURNED ME LOOSE MUCH EARLIER AND THEN THE TWR WOULD HAVE HAD MORE TIME TO WORK ME IN. I FEEL THIS WAS PRIMARILY AN ATC ERROR.
