Narrative:
While working ground control, I issued taxi instructions to small transport X to taxi to runway 7R. Small transport Y called 3 mins later and was issued runway 1L with no instructions to hold short of runway 7R. As small transport Y approached the taxiway crossing 7R, he asked if he was cleared to cross. I checked the position of small transport X. He was still on the parallel taxiway and had a greater distance to travel than small transport Y did. I then cleared small transport X to cross runway 7R. I did not inform the local controller of the crossing. At that time I became distracted checking the position of a third aircraft. When small transport X asked me to confirm 'cleared to cross,' I looked at the intersection and saw small transport X on the runway and small transport Y in a takeoff roll. I instructed small transport X to expedite crossing and the 2 aircraft missed. Both aircraft were small transport type.

Title: ACFT ON TKOF PASSED OVER ANOTHER ACFT THAT WAS TAXIING ACROSS THE ACTIVE RWY. ACFT MISSED BY 100'.
Narrative: WHILE WORKING GND CTL, I ISSUED TAXI INSTRUCTIONS TO SMT X TO TAXI TO RWY 7R. SMT Y CALLED 3 MINS LATER AND WAS ISSUED RWY 1L WITH NO INSTRUCTIONS TO HOLD SHORT OF RWY 7R. AS SMT Y APCHED THE TXWY XING 7R, HE ASKED IF HE WAS CLRED TO CROSS. I CHKED THE POS OF SMT X. HE WAS STILL ON THE PARALLEL TXWY AND HAD A GREATER DISTANCE TO TRAVEL THAN SMT Y DID. I THEN CLRED SMT X TO CROSS RWY 7R. I DID NOT INFORM THE LCL CTLR OF THE XING. AT THAT TIME I BECAME DISTRACTED CHKING THE POS OF A THIRD ACFT. WHEN SMT X ASKED ME TO CONFIRM 'CLRED TO CROSS,' I LOOKED AT THE INTXN AND SAW SMT X ON THE RWY AND SMT Y IN A TKOF ROLL. I INSTRUCTED SMT X TO EXPEDITE XING AND THE 2 ACFT MISSED. BOTH ACFT WERE SMT TYPE.
